FMCSA Proposing New Online Registration System

FMCSA is hard at work on a new online registration system, to “improve the transparency and efficiency of FMCSA’s registration procedures” along with implementing statutory requirements related to the registration program. When FMCSA submitted its first Information Collection Request (ICR) in April regarding the new system, there was no mention of fraud, but the latest notice includes new and considerable attention to the topic.

“The current legacy registration system lacks the ability to validate identity before registration processing, which is leading to fraudulent registrations and theft,” FMCSA said. “As part of the new registration system, FMCSA plans to “verify individuals’ identities by establishing a secure and reliable process that utilizes an identity-proofing solution.” The new ICR details some of the security measures that will be incorporated in the new system.

FMCSA has set an additional stakeholder meeting on Monday, October 21, to gather user perspectives on improving the carrier registration experience. The meeting is intended for current and potential users of a new online registration system, including but not limited to trucking companies and single-truck operators; brokers and freight forwarders; insurance companies/ financial institutions; process agents/blanket companies; and transportation service providers.

Following initial presentations, the agency will invite attendees to participate in discussions facilitated by FMCSA moderators.

Although ICSA’s regulatory contributor will attend, we urge ICSA members to participate and freely discuss what they would like to see in the system as potential users, as well as what would not be helpful from a user experience perspective.

In-person attendees will have an opportunity to conduct user-testing on portions of the new registration system. The full meeting agenda will be available on the registration site in advance of the meeting.
